Structural Plan for the Eitorf Valley Corridor
With the “Eitorf Valley Axis” project, the municipality of Eitorf is establishing a strategic foundation for urban development in the coming years, with the aim of proactively addressing current and future challenges. The Talachse Structural Concept is a development plan that serves as the planning framework for the long-term and sustainable development of the Talachse in Eitorf. Its goal is to coordinate future areas of action and stakeholders, and it forms the basis for all measures and projects along the axis. Through a participatory process, concrete development goals are developed and implemented in collaboration with residents, local stakeholders, and the municipal administration.

The Structural Concept
Why was the “Talchse Eitorf” development plan created?
The municipality of Eitorf is facing fundamental spatial and social change. With over 19,000 residents in the central town and 57 additional villages, Eitorf’s spatial structure is both a particular strength and a central challenge.
Eitorf boasts high-quality natural features: its location on the Sieg River and its setting amidst the surrounding hills define the town. Furthermore, Eitorf is characterized by a committed population that has already initiated numerous development initiatives in recent years.
At the same time, the railway line running through the valley forms a spatial and functional divide that structurally separates the central town and its center. For several areas located along the valley axis, the question of their future development arises, as they are currently underutilized and have unclear prospects. Added to this are profound social and spatial transformation processes, particularly in the areas of the economy, climate, demographics, and mobility, which will have a lasting impact on living and working in Eitorf in the future.
Against this backdrop, the municipality of Eitorf is creating a long-term and broadly supported foundation for development in the coming years through the “Eitorf Valley Axis” project. The goal is to actively address challenges and further develop the valley axis in a way that is sustainable, livable, and spatially integrated.
What is the goal of the Talachse structural concept?
Currently, there is no comprehensive municipal strategy for the future development of Eitorf.
The goal of the structural concept is therefore to create an integrated urban planning and functional framework for the spatial and programmatic development of the municipality—one that balances diverse interests, clarifies conflicting objectives, and serves as a common basis for future decisions and actions.
To meet this objective, a comprehensive dialogue is to take place between the administration, politicians, municipal institutions, and the citizens of Eitorf, in which joint solutions for current and future challenges along the valley axis will be developed. The result of this process will be a jointly supported vision for the future, aimed at gaining the buy-in of all stakeholders and enabling the targeted, efficient implementation of future projects.
Who provides technical support to the congregation?
The Eitorf Structural Plan has been under development since September 2025 by the firm Pesch Partner Architektur Stadtplanung GmbH of Dortmund in collaboration with the municipality of Eitorf.
How can I get involved?
The development of the structural concept for the Eitorf Valley Corridor relies on the participation of residents, experts, and political representatives in Eitorf. Throughout the project, various topics and issues will be discussed with residents in a planned Future Forum and through an online participation platform (please click here). At the same time, representatives from the professional community and the political sphere will be consulted through the Valley Axis Working Group.
